Four ways, in order of how much each one can matter.
1. You know something
A name, a car, a place, someone whose behaviour changed, someone who tried to grab or follow you. Give it to the people who can act on it:

2. You have a public fact
A news report we're missing, a correction, an observation about the record, or a dark or unsafe stretch of road. A moderator checks everything before it appears; information about people goes to the police instead.

A business or security company near the sites, cameras that see a road, a running club, an NGO, a newsroom, a church, or you are in law enforcement or a private investigator and want to work within the rules.
